Regulatory position
BlueIxia publishes its regulatory position plainly, because the distinction between a specialist commercial intermediary and a regulated payment provider matters.

Our position
BlueIxia Limited is a specialist commercial, technology and payment intelligence business. BlueIxia is not a bank, acquiring bank, electronic money institution, payment institution, card scheme or payment service provider, and does not provide regulated payment services in its own name.
Where BlueIxia introduces, connects or supports a business in accessing payment services, those services are provided by the relevant third-party bank, acquirer or regulated payment provider under a separate agreement with that provider.
The relevant provider is responsible, in accordance with its own contractual and regulatory obligations, for matters including merchant eligibility, due diligence, KYC and KYB, underwriting, pricing approval, payment authorisation, transaction processing, settlement, chargebacks, disputes and the regulated payment service it provides.
BlueIxia does not hold, safeguard or settle merchant funds and does not make underwriting or merchant-acceptance decisions.
BlueIxia may provide commercial analysis, payment diagnostics, technology, introductions and onboarding support. BlueIxia may also receive fees, commissions or other remuneration from third-party providers where a commercial relationship exists.
All payment services remain subject to the relevant provider's eligibility requirements, underwriting, terms, pricing, technical availability and regulatory permissions. BlueIxia does not guarantee provider acceptance, approval, pricing, transaction acceptance, settlement times, cost savings or service availability.

What BlueIxia does not do
BlueIxia does not:
- hold, safeguard or settle merchant funds
- carry out acquiring underwriting or make merchant-acceptance decisions
- operate a card scheme or issue cards
- process card transactions as an acquirer
- take deposits or provide credit
- hold itself out as a bank, electronic money institution, payment institution or payment service provider
Provider responsibilities
Where a merchant is introduced to an authorised provider, that provider is responsible under its own agreement and regulatory obligations for matters including:
- customer due diligence, including KYC and KYB
- anti-money-laundering checks and sanctions screening where applicable
- merchant underwriting, risk approval and merchant acceptance
- pricing approval, reserves and security requirements
- transaction processing, authorisation and settlement
- chargebacks, disputes and scheme compliance
- complaints relating to the regulated service it provides
BlueIxia does not control those matters and does not represent that it does.
Open banking
BlueIxia is not represented as a payment initiation service provider or an account information service provider. Where open-banking functionality is made available, it is supplied by the identified authorised provider under its own terms and regulatory status, and execution remains subject to that provider and to the relevant bank.
Kosovo
BLUEIXIA SH.P.K provides commercial payment support, technology and merchant-services connectivity in Kosovo. BLUEIXIA SH.P.K is not presented as a bank, acquirer or regulated payment service provider. Where payment services are made available through BlueIxia's commercial relationships, the relevant banking, acquiring or payment provider supplies the underlying service under its own terms, eligibility requirements and applicable regulatory permissions.
BLUEIXIA SH.P.K is not presented as a bank, payment institution, electronic money institution, acquiring bank or regulated payment service provider.
BlueIxia does not describe the Kosovo company as a payment-service agent, as an agent of a payment institution or as an agent of a bank. Those are regulatory descriptions, and they are used only where the relevant contractual appointment and any required registration or approval support them. Until then, the Kosovo business is described accurately as a merchant-services business, commercial intermediary, referral partner and technology and support provider, according to the arrangement actually in place.
Payment services in Kosovo are attributed to the underlying authorised bank or payment provider that supplies them.
Global card networks
Card acceptance made available through relevant acquiring and payment-provider infrastructure may support major international card networks including Visa and Mastercard.
Visa and Mastercard are not represented as BlueIxia commercial partners. All third-party trade marks are the property of their respective owners.
Remuneration
BlueIxia may receive fees, commissions or other remuneration from third-party providers where a commercial relationship exists.
Remuneration does not change the fact that the regulated service, its pricing approval and its underwriting decision rest with the relevant provider.
Fraud, sanctions and unlawful use
BlueIxia reserves the right to decline, suspend or cease commercial support where there are legitimate concerns relating to fraud, misrepresentation, illegality, sanctions, money laundering, third-party payment misuse, unauthorised transactions or suspected abuse.
Regulated anti-money-laundering obligations in respect of a merchant relationship rest with the relevant authorised provider. BlueIxia does not represent that it discharges obligations that legally belong to that provider.
